Recruitment Manager – US Federal, State & Local Bangalore · Full-time · Hybrid
About the Role We are seeking an ambitious Recruitment Manager to lead and scale our public sector talent acquisition engine, reporting directly to the executive leadership team. This role requires a proactive leader with expertise in US employment laws, tax compliance, and AI-driven recruitment technology. The ideal candidate will drive business growth, build and execute recruitment strategies, and optimize end-to-end recruitment processes.
Key Responsibilities
- Partner with the executive leadership team to align recruitment metrics with company growth goals.
- Drive rapid submittal turnaround times for Federal Task Orders, RFPs, and State/Local Full Time bids.
- Lead, mentor, and manage a team of Technical Recruiters and Sourcers, setting performance KPIs and optimizing recruiter productivity.
- Oversee candidate sourcing and submittals for Federal, State, and Local RFP/RFQ responses and Full Times.
- Manage clearance pipelines of cleared personnel across all levels.
- Adopt and utilize modern AI recruitment tools to outpace traditional job boards.
- Implement AI-enabled candidate rediscovery and database mining workflows.
- Ensure compliance with US employment rules, taxation, and regulations.
Requirements
- 8 to 10+ years of total recruitment experience with at least 4+ years focused on US Federal, State & Local government staffing.
- Comprehensive understanding of US tax setups, state labor laws, FLSA compliance, and I-9/E-Verify processes.
- Proven track record utilizing AI-powered talent intelligence and automated sourcing systems.
- Experience leading recruitment teams under strict SLA targets with submittal turnarounds of 24–48 hours.
- Exceptional communication and data-driven reporting skills, with experience presenting to executive leadership.
- Knowledge of government security clearance processes and clearance verification procedures.
Good to Have
- Prior exposure to GSA MAS, Navy Seaport-NxG, NIH CIO-SP3/4, or large State/County MSP/VMS programs.
- Experience writing Key Personnel staffing strategies and executing contingent offer letters for active Federal/State bids.
- Advanced knowledge of ATS platforms integrated with AI plugins and automated sequencing tools.
- Industry certifications such as AIRS (CIR, ACIR), SHRM-CP, or CPSP (Certified Public Sector Recruiter).
